Leigh Thomas, PE, is a Regional Manager for HR Green’s water/wastewater practice.
She has extensive experience in water, wastewater, stormwater, and reuse systems for infrastructure monitoring and assessments, asset management, modeling, master planning, rehabilitation, risk prioritization, design, method selection and specification development, construction management, and regulatory compliance.
Leigh earned a Bachelor of Science in Civil Engineering from the University of Texas at Austin and is a licensed professional engineer in four states, NASSCO PACP/MACP/LACP certified, and a graduate of the UT Austin Project Management Program.
She is currently serving as Water Environment Federation (WEF) Delegate, is the past President of the Water Environment Association of Texas (WEAT), past chair of the WEAT Collection Systems Committee, and has served as WEAT Secretary and Member at Large. Leigh has been selected as a Delegate at Large to the WEF House of Delegates (HOD), representing the member constituency of women engineers and water advocates from 2023 to 2026.
She is a past recipient of the WEAT Sidney L. Allison Award, WEF Presidential Service Award, and WEF Arthur Sidney Bedell Award, a WEAT Select Society of Sanitary Sludge Shovelers (5S) inductee, and a recipient of the WEAT Outstanding Service Award.
Leigh is a published author in the journals of the American Society of Civil Engineers (ASCE) and the Water Environment Federation and regularly speaks regionally and nationwide on water and wastewater-related topics.
