David Wagner, PE, is a Project Manager for HR Green’s water/wastewater practice.
He has extensive experience in all aspects of water utility operations at Saint Paul Regional Water Services. He delivered the utility’s $18M annual capital improvement program, strategically investing in distribution and production facilities, including water main replacement, lead service line replacement, and significant upgrades to the McCarrons Water Treatment Plant. David also worked in operations, improving safety, system maintenance, and implementing automation efficiencies.
David earned a Bachelor of Science in Civil Engineering from the University of Minnesota. He is a member of Minnesota AWWA and holds a Class A Water Operators License with the State of Minnesota.
