HR Green Partners with City of Pasadena to Deliver Infrastructure Improvements
HR Green is partnering with the City of Pasadena, Texas to advance a major infrastructure initiative in the Red Bluff Terrace neighborhood following the successful award of federal grant funding through the Texas General Land Office’s Community Development Block Grant – Disaster Recovery Reallocation Program (DRRP). The $1.1 million design contract focuses on reconstructing six streets in the Red Bluff Terrace neighborhood, totaling approximately three miles of improvements.
The City selected HR Green based on its track record in the area and its proactive role in identifying a project that aligned with the program’s competitive funding criteria. HR Green introduced the grant opportunity to the City and supported the application process—ultimately helping Pasadena secure the maximum amount available under the federally administered DRRP. Notably, no other consultant brought this opportunity forward.
The project area drains to Cotton Patch Bayou, where HR Green recently completed significant channel improvements as part of a larger flood mitigation strategy. The upgrades will further reduce flood risk by improving drainage and lowering water surface elevations during heavy rainfall events.
In addition to stormwater upgrades, the project includes pavement reconstruction, new sidewalks, improved street lighting, and updates to aging utility infrastructure. These enhancements will improve public safety and provide more reliable access during emergencies for residents in this neighborhood.
The overall construction budget is estimated at $11.7 million, with completion anticipated in June 2027. This project builds on a longstanding relationship between HR Green and the City of Pasadena, demonstrating the value of early collaboration and long-range planning.
