$70M in FEMA-Funded Flood Mitigation Projects Secured for Texas District

We are proud to support Brazoria Drainage District No. 4 (BDD4) in executing three high-impact flood mitigation projects, backed by more than $70 million in potential FEMA Flood Mitigation Assistance (FMA) funding. The improvements—focused on Hickory Slough, Cowart Creek, and Cannon Ditch—were prioritized directly from the district’s Master Drainage Plan developed for BDD4 and the City of Pearland.
These projects reflect our deep commitment to community resilience and showcase our team’s technical proficiency in hydrologic and hydraulic modeling. Leveraging the latest advancements in HEC-RAS 2025, our engineers are using enhanced 2D modeling tools to streamline mesh development and achieve consistency across all deliverables.
Our team is leading the preliminary engineering process for all three projects. Currently in Phase I, this stage includes extensive data collection, advanced modeling using HEC-RAS 2025, alternatives analysis, and the development of preliminary engineering reports and concept design drawings.
A detailed benefit-cost analysis will help determine the projects’ eligibility to move forward into design and construction, with a target benefit-cost ratio greater than 1.0. The modeling work takes advantage of significant upgrades in the latest HEC-RAS platform, improving mesh development efficiency and consistency.
Phase I is scheduled for completion in March 2026, with the design for Phase II expected to commence in the spring of 2026. As the projects progress toward the March 2026 milestone, our unified approach positions each initiative to advance confidently into design and construction—marking a significant milestone in the journey toward flood resilience for the region.
