Min Zhou is a Regional Director for the Municipal Services business unit, based in the firm’s Corona Office.

With more than 30 years of experience in the transportation industry, Min brings a distinguished record in leadership, business development, and operational management, along with a strong passion for advancing mobility and infrastructure. She has led multidisciplinary teams across Southern California, strengthening organizational culture, launching mentorship programs, and helping to position organizations as leaders in transportation engineering, complete streets, multimodal transportation, and active transportation initiatives. Min has built trusted relationships with numerous local municipalities while fostering strong, collaborative partnerships with consultant teams.

In this role, Min is focused on strengthening client partnerships across Southern California by bringing deep market insight and a collaborative approach to delivering transportation solutions. She works closely with public agencies and project teams to enhance service quality, support client goals, and expand opportunities in complete streets, multimodal, and active transportation initiatives.

Min earned a B.S. from Tongji University School of Architecture, an M.S. from Tsinghua University School of Architecture, and an M.S. in Civil Engineering from Michigan State University. She is a Licensed Professional Engineer (PE) in CA, WA, and MI, and is a frequent presenter at APWA and ITE events. Since 2018, Min has also served as an instructor for the UC Berkeley TechTransfer program.
