Matt Zeve, PE, CFM, is a Business Development Manager at HR Green. He leads growth and expansion throughout the South Central U.S. with offices in Texas.
A professional engineer and certified floodplain manager, Matt brings more than 20 years of experience in drainage engineering and planning. His expertise includes drainage feasibility studies, roadway drainage analysis, development impact analysis, FEMA floodplain submittals, and watershed master planning.
In a previous role, Matt played a key leadership role at the Harris County Flood Control District during the major flood events of 2016 and 2017. He helped guide the development of a multi-billion-dollar capital improvement program, overseeing project planning, community engagement, and organizational readiness for increased demand. As a result, the District expanded its delivery from approximately $30 million annually to more than $40 million per month in capital improvements.
Matt is passionate about discussing drainage and flooding challenges and has presented to a variety of business and civic organizations. He holds both a Bachelor of Science and a Master of Science in Civil Engineering from Texas A&M University.
