Mark Woodward is a Senior Project Manager for Texas Transportation.

Mark is a Senior Project Manager in the Houston Energy Corridor office, where he applies his urban roadway expertise to support the transportation team, drawing on his extensive familiarity with the City of Houston, Harris County, surrounding municipalities, and local TIRZs/management districts.

Mark brings nearly three decades of experience managing and delivering public works infrastructure projects, including paving, drainage, water distribution, wastewater collection, and multimodal improvements across urban, industrial, and commercial environments. He has led engineering teams, overseen complex project portfolios, and guided projects from preliminary engineering through final design and construction. Mark’s background includes extensive client coordination, budgeting, scheduling, quality control, and construction-phase services. His experience spans a wide range of municipal and county agencies, with a strong focus on roadway reconstruction, utility upgrades, and stormwater improvements.

Mark earned a B.S. in Civil Engineering from Lamar University. He is a Licensed Professional Engineer (PE) and a Certified Floodplain Manager. He is a member of Houston Hispanic Architects & Engineers, American Society of Civil Engineers, Texas Floodplain Management Association, and Chi Epsilon.
