Mark Villinger is a Senior Planner for HR Green’s Community & Federal Planning Group.

Mark brings more than 20 years of professional planning experience leading complex regional and community-focused initiatives across local government, federal agencies, and military partnerships. He has successfully guided major planning efforts involving complex project delivery, contract and grant management, stakeholder coordination, and implementation strategies that turn big-picture goals into real-world results.

His experience is distinguished by having served as a planner for a local community, a federal agency, and the Department of War, giving him a rare ability to bridge community needs, federal requirements, and mission-driven planning priorities. Mark is known for strong project leadership, intergovernmental collaboration, and a practical, solutions-oriented approach that helps clients navigate complex challenges with confidence.

Mark works closely with clients to deliver comprehensive planning solutions across community and federal initiatives. From concept to implementation, he helps ensure projects are thoughtful, resilient, and aligned with both local priorities and long-term strategic goals. Mark’s experience and leadership are a strong addition to HR Green’s growing planning practice.

Mark earned a B.A. in Geography from Rowan University and a Master of City and Regional Planning from Rutgers University. He is certified by the American Institute of Certified Planners, is a Certified Floodplain Manager, and a licensed Professional Planner (NJ). He belongs to the American Planning Association and the Association of State Floodplain Managers.
