Mark Mueller is a Lead Associate Engineer in Land Development for HR Green in Florida.

Mark Mueller brings more than 41 years of experience in civil engineering and infrastructure projects across Florida. His expertise spans project management, technical design, production management, and overall project coordination.

At HR Green, Mark leads the preparation of plans, permitting packages, and construction-phase deliverables for municipal water, wastewater, and stormwater infrastructure projects. He has established strong working relationships with local and district agencies and has extensive experience coordinating permitting efforts with local, state, and federal entities. Mark also served as Past Chairman of FDOT’s District One Utility Liaison Committee, reflecting his leadership and deep industry involvement. He is known for his technical accuracy, attention to detail, and commitment to quality.

His technical capabilities include utility infrastructure design, water and wastewater systems, stormwater collection and conveyance, roadway and transportation design, land development, quality control, permitting and regulatory coordination, construction administration, and bid-phase support.

Mark Mueller completed an Associate of Arts in Civil Engineering from the State College of Florida in Bradenton and pursued civil engineering studies at Iowa State University. He is a Certified Engineering Technician (CET) and an active member of the Florida Planning and Zoning Association (FPZA) and the American Society of Certified Engineering Technicians (ASCET).
