Carolina Fernandez is a Lead Associate Engineer for California Municipal Services.
Carolina has over 10 years of comprehensive experience providing engineering support to multiple local municipalities in Public Works, Engineering, and Building and Safety departments. Drawing from her extensive experience with development applications, she has become a trusted advisor in streamlining land development processes for municipalities. Her experience covers General Plan Amendments, Specific Plans, residential, commercial and industrial subdivisions, site development, conditional use permits, traffic studies, and temporary use multi-agency collaboration applications.
She has served as an office engineer for multiple cities including Palm Desert, Jurupa Valley, Palos Verdes Estates and Hemet. She has worked directly with agencies in creating standards, city policies and procedures, managing development reviews process, reviewing plans and permits, and providing Capital Improvement Program (CIP) project management.
Carolina earned her B.S. in Civil Engineering from California State Polytechnic.
