Brian Whitney, PE, CFM, is a Senior Project Manager for HR Green’s Water Resources Practice in Texas.

Brian Whitney brings over 34 years of experience in hydrology, hydraulics, and drainage design for major drainage improvement projects. He is a recognized specialist in resolving complicated drainage problems and retrofitting existing infrastructure for stormwater improvements, with a design approach that prioritizes cost-effective construction, long-term maintenance, and minimizing community impact.

His background spans bank stabilization, channel repair, feasibility and planning studies, preliminary design, bidding document preparation, construction management, roadway corridor analysis, culvert and bridge analysis, drainage channel analysis, and bridge scour analysis. He is also considered one of the most qualified pump station hydraulic engineers in the Houston area, with over 15 years focused on pump station hydraulic design and analysis for TxDOT and HCTRA facilities.

His technical skills include hydrologic and hydraulic analysis, stormwater pump station design and rehabilitation, unsteady 1D/2D HEC-RAS modeling, XP-SWMM modeling, 2D InfoWorks ICM modeling, regional detention basin design, channel erosion repair, natural stable channel design, and coordination with USACE, HCFCD, TxDOT, and HCTRA. Brian also brings meaningful grant funding experience, having worked with CDBG and CDBG-DR, HMGP, TIGER, FEMA Flood Protection, FHWA-TIP, and EDA programs. 

Brian Whiteny holds a Bachelor of Science in Civil Engineering from Texas Tech University. He is a licensed Professional Engineer in Texas and a Certified Floodplain Manager. He also holds TxDOT Pre-Certifications in Hydrologic Studies, Basic Hydraulic Design, Complex Hydraulic Design, Storm Water Pump Station-Hydraulic Design, Bridge Scour Evaluations and Analysis, and Riverine Hydraulic Design.
