Challenge

To transform several vacant or underutilized sites in the Eastern Gateway area, the Village of Cary, Illinois, needed to improve its sanitary sewer infrastructure. However, the existing system lacked the capacity to accommodate future development. New infrastructure—specifically a lift station, force main, and gravity sewer extensions—was required to effectively collect and convey wastewater. All improvements had to be completed within a limited timeframe to utilize expiring Tax Increment Financing (TIF) funds.

Solution

The Village of Cary, Illinois selected HR Green to provide professional services for the redevelopment of several vacant or underutilized sites in the Eastern Gateway area of the Village. The firm was utilized for the entirety of the project, from analysis of the sites to the design phase and construction phase services. Improving the lift station and underutilized sites involved in it may have a positive effect on the environment of that area, as well as overall enhancement to the public services available near that station.

In response to the analysis of the site and development, HR Green saw construction of a new sanitary sewer collection system to serve the proposed future developments as a steadfast solution. The development of a new sanitary lift station and force main, along with gravity sewer extensions, were needed to convey flows to the lift station from the redevelopment area. The lift station, featuring duplex submersible pipes and a 6-foot inside diameter wet wall, is capable of pumping up to 140 gallons per minute.

Our team served as both a developer and advisor, working alongside the village to apply for and secure permits from the Union Pacific Railroad (UPRR) during both the design and construction phases. Extensive communication with UPRR was necessary to install casing and carrier pipes under the railroad corridor. HR Green’s prior experience working with UPRR provided valuable insights that enhanced the success of this project.

Benefit

This project lays a strong foundation for future developments in Cary, with potential to attract new developments and businesses to the area. The construction of a new sanitary sewer collection system allows for better wastewater management, which can improve potential capacity issues as well as public sanitation efforts. Additionally, public investment was maximized by completing critical infrastructure upgrades before the expiration of TIF funding.
