Challenge
With steady population growth in Kendall County, there was a need to extend Collins Road to provide the travelling public with a more efficient route between Grove Road and Minkler Road. Compounding the issue, there was a problem with excessive flooding at the Grove Road/Collins Road intersection that posed safety risks and access challenges for the public.
Solution
To address both mobility and stormwater concerns, Kendall County selected HR Green to provide professional construction services. All construction was performed in accordance with the Standard Specification for Road and Bridge Construction, IDOT Highway Standards, approved plans, and special provisions.
Key improvements include cutting new, deeper ditches, and installing an 8’ X 4’ precast box culvert under Grove Road, to eliminate flooding. The project also extended Collins Road along a realignment for approximately 1.8 miles, as well as one mile of Minkler Road. In addition to expansion, this project included:
- Construction of two new roundabouts
- Drainage improvements
- Reconfiguration of existing roads
- Mass grading and HMA pavement
- Installation of a new double box culvert at Morgan Creek
HR Green was responsible for coordination with the County, IDOT Materials & IDOT Bureau of Bridges and Structures. During construction, HR Green was consistent with keeping the County personnel informed of the Contractor’s schedule and activities. Our engineers led monthly progress meetings, prepared all construction documentation, and processed pay estimates. We also facilitated coordination with ComEd, AT&T, Comcast, Metronet and Nicor to resolve utility conflicts.

The Collins Road Expansion project connectivity in Kendall County, easing traffic congestion and reducing travel times for the growing population. By addressing chronic flooding through upgraded drainage and culvert installation, the project enhanced public safety and roadway reliability. Additional improvements like roundabouts, reconfigured roads, and a new double box culvert modernized the area’s infrastructure. Together, these upgrades support long-term development and elevate quality of life for residents and commuters alike.
