Challenge
The existing Aldine Mail Route in Harris County Precinct 2 was a narrow two-lane asphalt road with open ditches, poor sidewalks, and a history of severe flooding in the adjacent neighborhood. The area experienced repeated flooding during significant weather events in 2010, 2015, 2016, and 2017. Additionally, the inadequate drainage system and overland sheet flow from nearby tracts worsened flood conditions.
Solution
Our team, selected by Harris County Precinct 2, undertook a comprehensive roadway and drainage reconstruction project to address these challenges. Key solutions included:
- Conducted a detailed 2D drainage analysis to identify flooding causes and designed an improved drainage system with 8-ft x 5-ft reinforced concrete storm sewers. This analysis was instrumental in securing Community Development Block Grant (CDBG) funding and was coordinated with Harris County Flood Control District’s regional drainage improvement project (P118-21-00).
- Redesigned the roadway to a 5-lane undivided concrete curb and gutter configuration, including two lanes in each direction and a continuous center left-turn lane to improve traffic flow and safety.
- Constructed 6-ft and 8-ft sidewalks on both sides of the roadway to promote safer pedestrian access and encourage the use of community amenities such as Keith Weiss Park.
- Worked closely with private utility companies to relocate infrastructure and supported the county with right-of-way acquisition and project alignment.

The addition of wide sidewalks fosters a pedestrian-friendly environment, connecting residents to parks and other community resources.
