Sioux Falls Advances Wastewater Treatment Capacity with New Biosolids Dewatering Facility

The City of Sioux Falls is moving forward with a critical upgrade to its Water Reclamation Facility (WRF), improving how biosolids are processed, handled, and stored. The project, part of the broader WRF Improvements and Expansion program, centers on the construction of a new biosolids dewatering and storage facility, along with key rehabilitation and system upgrades across the plant.

Originally identified during preliminary design efforts in 2018, the improvements were strategically phased to align with budget priorities while maintaining system performance. In 2026, the City advanced a coordinated set of four construction schedules, combining new infrastructure with targeted rehabilitation projects to maximize efficiency and long-term value.

At the heart of the project is the new dewatering facility, which will modernize how treated solids are processed. The scope includes construction of a digested sludge tank, sludge pumps, biosolids dewatering building with two drive-thru truck bays, conveyors to trucks and covered storage, yard piping, and dual transformers. These improvements will enhance the City’s ability to manage solids more efficiently, reduce hauling and disposal costs, and improve operational reliability.

In addition to new construction, the project includes rehabilitation of existing infrastructure critical to plant performance. Upgrades to the gravity thickener and tunnel piping systems will extend the life of aging equipment through staged replacement of mechanical components, piping, and electrical systems. Chemical feed systems are also being modernized with new tanks, pump skids, and HVAC improvements, helping optimize treatment processes and maintain consistent water quality. The project also includes life cycle replacement of roofs and HVAC equipment at key process areas throughout the treatment plant.

HR Green is continuing to support the City through construction administration and observation services, helping manage project delivery from preconstruction through closeout. This includes review of shop drawings, coordination of contractor activities, response to requests for information, and development of record drawings and operation and maintenance manuals. These efforts provide the City with clear documentation and tools to support long-term operations and maintenance.
