HR Green Welcomes Shirjeel Muhammad as a Senior Project Manager

HR Green is pleased to announce that Shirjeel Muhammad has joined the firm’s Corona office as a Senior Project Manager for Municipal Services.

Shirjeel brings more than 26 years of experience in traffic engineering, safety, operations, transportation planning, and project management. With over two decades in supervisory roles across both public and private sectors, his expertise spans traffic impact studies, travel demand modeling, corridor analysis, microsimulation, parking demand, site access, accident and warrant studies, signal synchronization, and traffic management design. Shirjeel’s portfolio includes major projects in the U.S. and internationally, including assisting the State of Qatar with traffic signal and ITS infrastructure design and operations.

In his role as Senior Project Manager for Municipal Services, Shirjeel will be a key leader in growing HR Green’s municipal transportation practice in Southern California. He will support business development, strengthen client relationships, and provide strategic oversight for traffic engineering and ITS programs.

Shirjeel will collaborate closely with municipal agencies to understand their goals, anticipate emerging needs, and align HR Green’s capabilities with long-term capital improvement, safety, and operations initiatives. He will contribute to proposal development, pursuit strategies, and client outreach while serving as a trusted technical and programmatic advisor.

In project delivery, Shirjeel will provide senior-level management by mentoring teams, maintaining quality control, and helping deliver projects on schedule and within budget. His approach emphasizes consistent client communication, proactive risk management, and practical, implementable solutions that advance client objectives and support lasting partnerships.

Shirjeel earned a M.S. in Civil Engineering from California State University. He is a licensed Professional Engineer (Traffic). He was recently elected President of the Institute of Transportation Engineers (ITE) SoCal Section for 2026.
