HR Green Welcomes Bob Young as Group Leader, Municipal Services

HR Green is pleased to announce that Bob Young has joined the firm as Group Leader, Municipal Services.

Bob is an experienced leader with over 25 years in business development, contract negotiations, and Design-Build delivery of complex projects. He has managed federal and civil engineering contracts and led international business operations. His background includes civil design, stormwater systems, utility management, and water infrastructure such as treatment plants and pump stations. Bob is proficient in the FEMA LOMR/CLOMR process and all phases of construction administration, including estimating, drawing development, and value engineering.

In this role, Bob will play a pivotal role in advancing client partnerships and expanding the firm’s municipal infrastructure practice across southern California. He will serve as the primary liaison for cities, counties, and public agencies, collaborating closely with clients to understand their priorities, anticipate challenges, and deliver tailored civil engineering and infrastructure solutions that strengthen communities. He will also work with HR Green’s senior leadership to align strategic goals and resources with client needs and long-term regional growth.

Bob earned a B.A. from the College of William & Mary and an M.S. in Engineering from Oklahoma State University. He is a licensed Professional Engineer (PE) and a certified Project Management Professional (PMP). He is also a member of the American Society of Civil Engineers (ASCE) and the American Water Works Association (AWWA).
