HR Green has signed a continued contract with the Illinois Department of Transportation (IDOT) District 4 in Peoria to provide program management support for delivery of the District’s Multi-Year Program (MYP). While HR Green has supported IDOT in the past, this agreement marks a notable shift for District 4—moving from a traditional program manager model to an integrated Program Management Team (PMT) approach that works alongside District staff to strengthen day-to-day delivery capacity.
With sustained funding through Rebuild Illinois and added resources from the federal Infrastructure Investment and Jobs Act (IIJA), IDOT District 4 is managing one of the most active transportation programs in recent history. At the same time, industry-wide workforce constraints have increased the challenge of keeping projects moving. The PMT partnership is designed to help the District maintain momentum by filling targeted roles that align with vacant positions and critical workload needs tied to implementation of the MYP.
HR Green’s PMT is structured to bring experienced transportation professionals who have supported IDOT in other districts or served in similar consultant roles, while remaining independent of District 4 design production assignments to minimize potential conflicts of interest. This structure allows the PMT to focus on program delivery and apply consistent tools and processes that support informed decision-making across a large and complex program.

District feedback to date has been strongly positive, reflecting the value of an integrated team that can add capacity quickly and provide practical ideas drawn from comparable program management environments. Through this contract, IDOT District 4 gains added support to keep projects moving, manage risk, and deliver transportation improvements that matter to communities across the region.
