HR Green Supports Liberty Hill’s Growth with Engineering Services for San Gabriel Wastewater Interceptor Expansion

As Liberty Hill continues its rapid transformation from a small rural community to a thriving Central Texas community, the City has partnered with HR Green, Inc. to deliver critical infrastructure improvements that will support sustainable growth for decades to come. HR Green is currently providing comprehensive engineering services for Phases 2 and 3 of the San Gabriel Wastewater Extension project—an essential wastewater system expansion that will help meet increasing demand from residents and businesses.

Under the City’s Master Services Agreement, HR Green was selected to lead design, permitting, bidding, and construction-phase services for approximately 13,000 linear feet of 24-inch gravity sewer pipe. This new wastewater interceptor will extend from north of Highway 29 to the discharge point constructed in Phase 1, ultimately conveying wastewater to the City’s wastewater treatment facility. The interceptor will serve existing developed properties—many of which currently rely on septic systems—and enable development across a rapidly urbanizing corridor northwest of Austin.

HR Green’s services include preliminary alignment studies, right-of-entry coordination, topographic surveying, utility identification, easement mapping, and detailed plan development. The firm’s in-house survey team, based in Austin, is managing field data collection—streamlining coordination and enhancing schedule control. HR Green is also supporting agency coordination with TxDOT, county officials, and the Texas Commission on Environmental Quality to ensure regulatory compliance and minimize project delays.

In addition to engineering and survey services, HR Green is managing subconsultant geotechnical investigations through its long-term partner, Terracon. Soil conditions along the route, including limestone formations common in Central Texas, will help determine the most suitable construction methods, such as open-cut construction or trenchless boring, to minimize surface disruption and reduce impacts to property owners.

This is the third project awarded to HR Green by the City under its qualifications-based selection process. Previous assignments include water and wastewater improvements funded through the American Rescue Plan Act.
