Like all regions, Florida has its own land development challenges. High water tables, flat terrain, extensive wetlands, strict stormwater requirements, and complex environmental permitting all influence how sites are planned and designed. Add in intense rainfall, hurricane-driven conditions, and continued strong growth in many urban areas, and successful development requires more than conventional site planning. It requires a coordinated approach that aligns drainage, grading, utilities, permitting, and long-term site performance from the start.
In many Florida markets, particularly urban infill and higher-density settings, stormwater management is one of the most technically demanding parts of the project. Because land values are high and developable area is limited, traditional at grade stormwater systems are not always practical. That often leads to creative solutions such as underground vaults or chamber systems placed beneath parking areas and other site improvements in order to maximize functional area of the site.
Why Choose HR Green for Florida Land Development
HR Green brings together the planning and engineering disciplines needed to move Florida land development projects forward with confidence. Our team supports projects across the full spectrum of land development services, with particular strength in technically constrained and urban environments where stormwater, utilities, and permitting influence feasibility and design decisions. By connecting land development engineering with water resources, transportation, traffic, and construction-related insight, we deliver practical, buildable solutions that support efficient implementation.
“Our approach to Florida land development is built around coordination. When drainage, utilities, grading, and permitting are aligned early, projects move forward with far fewer surprises.”
– Devyn Brown, Senior Project Manager

Designed for Urban Infill, Growth, and Resilience
Florida’s continued growth creates opportunity across residential, commercial, mixed-use, and redevelopment markets, but it also increases the importance of constructability and early decision-making. HR Green evaluates each site in context, considering how stormwater collection and conveyance, utility layout, grading, access, and permitting requirements influence both design and construction. This approach helps clients reduce risk, support smoother project delivery, and move into construction with greater clarity and confidence—backed by a strategy tailored to Florida’s development conditions.
“We help clients navigate Florida’s challenges with clarity, confidence, and solutions that are designed to perform well long after construction is complete.”
– Mark Mueller, Lead Associate Engineer
Featured Project: Lemon Avenue Streetscape, Sarasota
The Lemon Avenue Streetscape project in Sarasota reflects the kind of integrated thinking Florida projects often require. The City wanted to transform a prominent downtown corridor into a pedestrian-friendly streetscape and flexible event space while also upgrading stormwater collection and conveyance systems. As part of the design-build team, HR Green provided civil engineering design and stormwater improvements, including extensive field investigation, utility coordination, roadway grading tied to a raised plaza concept, and accelerated plan development that allowed permitting and construction to begin quickly. The result is a more functional and inviting downtown corridor with improved drainage, stronger pedestrian amenities, and added flexibility for public events and everyday use.
