Pinellas County Hurricane Response and Substantial Damages. After two hurricanes damaged or destroyed more than 10,000 structures in Pinellas County, the County partnered with consultants, including HR Green, to rapidly expand recovery efforts and support residents through permitting, FEMA coordination, and rebuilding. The lessons learned—including scalable staffing, clear public communication, and coordinated public-private partnerships—extend well beyond hurricane response. For Colorado communities, these proven strategies can be applied to recovery from wildfires, floods, and other natural disasters, helping communities respond quickly, navigate rebuilding challenges, and strengthen long-term resilience.
