Allen Peterson

Allen Peterson is a Municipal Services Manager for HR Green’s Municipal Services Business Unit.

Allen brings over 35 years of experience in construction inspection and management, including key roles in maintenance operations and senior leadership for various county and city public agencies. He emphasizes efficiency, effectiveness, quality workmanship, and innovation in every aspect of his work. Allen consistently demonstrates strong leadership by articulating a clear vision of excellence to staff, government departments, agencies, and external stakeholders. His extensive expertise and proactive approach to optimizing construction processes have earned him a reputation as a trusted authority in both traditional maintenance practices and strategic budgeting for the long-term preservation of public infrastructure.

Larry Stevens

Larry Stevens is a Municipal Services Manager for HR Green's Governmental Services team.

Larry has enjoyed a long and distinguished career in Municipal Engineering. He served from 2003 to 2009 as Director of Statewide Urban Design and Specifications (SUDAS) for Iowa.  Prior to that, he worked for the City of Oskaloosa, Iowa for 22 years, filling the roles of City Engineer and Public Works Director.

Larry is a member of the Board of Directors of the American Public Works Association (APWA) as the Region VI Director, and has served in every officer position of the Iowa chapter, including the presidency. His experience also includes extensive research on subjects relevant to the infrastructure needs of municipalities, including roadway subgrades and subbases, utility cut repair techniques and design of rural and urban subdivisions.

Tim Cutsforth

Tim Cutsforth is an Engineering Group Leader for HR Green’s Municipal Services Business Unit.

Tim has more than 30 years of design and construction administration experience. As a Project Manager for cities and counties, he has experience in coordinating and preparing designs, specifications and cost estimates; managing and monitoring construction activities; and reviewing and composing engineering and legal documents. Tim’s strong knowledge of municipal engineering enables him to work closely with his public clients to achieve their goals and initiatives. Tim has advised, consulted and assisted city councils and other municipal staff to implement improvements within their community.
