Platte–Winner Bridge Replacement Moves Toward Construction

The South Dakota Department of Transportation (SDDOT) is taking a significant step toward replacing a critical transportation link in the state: the Platte-Winner Bridge on Highway 44 over the Missouri River. The new bridge will replace the current crossing that has served the region since 1966, maintaining an essential transportation connection for the region. The replacement structure will span more than 5,700 feet and address challenging river conditions and unstable geology in the surrounding valley.

HR Green has served SDDOT as the project’s prime design consultant since being selected for the study phase in late 2016. The team evaluated alignment alternatives and structure types, engaged with key stakeholders and agencies, and guided the project through the NEPA process before being selected for the final design phase, which was completed in 2024. HR Green also helped SDDOT evaluate funding opportunities and prepare grant applications. A $65 million federal funding award received earlier this year brought the project closer to construction by allowing it to move to the bid advertisement phase. Contractor interest in the project was high and ultimately SDDOT received four competitive bids.

SDDOT recently awarded the construction contract to Ames Construction for $290M following the August 5 bid opening and subsequent commission approval. HR Green will continue supporting SDDOT during construction by coordinating the review of contractor submittals, reviewing shop drawings for consistency with the contract plans and design intent, and responding to requests for information. The team will also help resolve field issues and develop design modifications if needed. With funding secured, a contractor selected, and construction preparations underway, the long-planned replacement of this critical Missouri River crossing is now moving into its final phase.
