The Village of Homer Glen, Illinois, is taking an important step toward long-term utility independence with plans to develop its own wastewater treatment facility. HR Green has been selected to provide design services for the project which will support future growth, increase local control of wastewater infrastructure, and address the Village’s long-term treatment needs.
For many years, Homer Glen has conveyed sanitary flows to the City of Lockport through an intergovernmental agreement that is set to expire in 2030. In preparation, the Village evaluated alternatives, acquired property for a new facility, and completed preliminary due diligence to establish a local wastewater treatment solution.
HR Green previously supported the Village with environmental review, property due diligence, and development of the Illinois Environmental Protection Agency project plan. That effort evaluated treatment alternatives, identified future utility requirements, and established a funding path through the IEPA State Revolving Loan Fund. Following a competitive selection process, HR Green was chosen to advance the project into design.

The new facility will include a lift station, force main, treatment processes, and gravity outfall sewer. HR Green’s scope includes surveying, utility coordination, geotechnical investigation, architectural exhibits, design plans and specifications, permitting, bidding assistance, and regulatory coordination.
The firm will continue coordinating with the U.S. Army Corps of Engineers, Illinois Department of Transportation, Will County, Illinois EPA, utility providers, and other stakeholders. Additional coordination will be required for force main and gravity sewer crossings near an existing gas pipeline easement. HR Green will also assist the Village with its Illinois EPA loan application and bidding process.
Once complete, the facility will provide Homer Glen with a reliable wastewater treatment solution, reducing dependence on outside capacity while supporting the community’s future growth and infrastructure needs.
