HR Green has been selected to provide engineering services for the Chimney Rock Road and Anderson Park Improvements project, a major drainage, roadway, and park initiative designed to reduce flood risk and improve mobility along a heavily traveled Houston corridor. Supported primarily by approximately $30 million in federal Community Development Block Grant–Mitigation funding, the project will reconstruct Chimney Rock Road between Westheimer Road and Interstate 69 while advancing a broader regional flood mitigation strategy.
Significant volumes of stormwater flow toward Chimney Rock Road during major rain events. Large storm sewer improvements beneath the roadway will increase the corridor’s capacity to convey runoff, helping reduce prolonged ponding and overland sheet flow that can contribute to structural flooding in nearby neighborhoods. The system is also being designed to connect with future drainage improvements in the surrounding area, increasing its long-term regional benefit.
HR Green completed preliminary engineering for the project, evaluating multiple alternatives based on technical feasibility, cost, potential impacts, and drainage performance. After a preferred alternative was selected, the project moved into final design. Final design is anticipated to conclude at the end of June, followed by bidding and contractor selection.
The roadway improvements will include new concrete pavement, wider sidewalks that meet City of Houston standards, reconstructed driveways, a waterline replacement, upgraded street lighting, enhanced Metro bus stops, and additional trees to improve shade and pedestrian comfort. The project also requires coordination among Harris County, the City of Houston, and the Texas Department of Transportation because portions of the work involve multiple jurisdictions and right-of-way approvals.
Nearby Anderson Park will support the drainage strategy through stormwater detention and water-quality features such as bioswales. The 7.1-acre park will also receive infrastructure, parking, pedestrian, landscaping, recreational, and public art improvements, transforming an underused property into a more functional neighborhood destination.
Following bidding, HR Green will provide construction phase support, including progress meetings, contractor submittal reviews, responses to requests for information, field reviews, punch-list development, and record drawings that document changes made during construction.
By integrating drainage improvements, roadway reconstruction, pedestrian and transit upgrades, and park revitalization, the Chimney Rock Road and Anderson Park Improvements project will provide long-term flood mitigation while creating a safer, more reliable, and more inviting corridor for residents, businesses, and visitors.
