Patrick Small, AICP, is a Lead Planner for HR Green’s Municipal Services business unit.

Patrick brings over 25 years of experience helping public agencies navigate complex planning, infrastructure, and policy challenges. A recognized leader in military-community collaboration, he has led high-profile initiatives focused on climate resilience, land use compatibility, infrastructure vulnerability, and redevelopment.

His extensive background spans military installation resilience, zoning reform, economic development, hazard mitigation, and intergovernmental coordination. Patrick has guided efforts for clients ranging from small towns to federal agencies—including DoD, USACE, DHS, and NASA—crafting solutions grounded in policy, data, and stakeholder engagement.

His work has helped clients strengthen resilience, sustain defense missions, modernize zoning, align land use with long-term goals, and deliver redevelopment strategies that reflect both technical and community priorities. Patrick is known for turning strategic vision into implementable plans rooted in civic responsibility and cross-sector collaboration.

Patrick earned a B.A. in Urban Studies from the University of Winnipeg, a B.S. in Urban Studies from the University of Minnesota, and a MEDes (Master of Environmental Design in Planning and Urban Design) from the University of Calgary. He is a member of the American Institute of Certified Planners (AICP) and the American Planning Association (APA).
