HR Green Selected to Lead Redevelopment and Infrastructure Master Plan for PuebloPlex

HR Green is proud to announce its selection to lead the Redevelopment and Infrastructure Master Plan for PuebloPlex—the former Pueblo Chemical Depot located in Pueblo County, Colorado. This transformative project marks a bold step forward in repurposing the 16,000-acre site into a dynamic hub for innovation, industry, and regional economic growth.

As one of the largest economic redevelopment initiatives in the Western United States, the PuebloPlex site includes more than 600 buildings and expansive utility and transportation infrastructure. The master plan will guide the future redevelopment of the site, with particular emphasis on the 640-acre PCAPP (Pueblo Chemical Agent-Destruction Pilot Plant) parcel, which is transitioning from Army ownership.

HR Green will lead a multidisciplinary team providing services in land use planning, infrastructure evaluation, stakeholder and public engagement, development phasing, and implementation strategies. Our approach will focus on aligning redevelopment goals with regional economic and workforce priorities, while incorporating sustainable design and national best practices for Base Realignment and Closure (BRAC) site reuse.

The planning effort will extend through the end of 2025 and will include extensive collaboration with PuebloPlex leadership, community stakeholders, and local, state, and federal partners. A robust public engagement process and shared visioning strategy will help shape the future of Pueblo County for generations to come.
