Challenge

As part of its continued growth, Cedarhurst Senior Living—an affiliate of The Dover Companies—sought to develop a new senior housing community in Woodstock, Illinois that would reflect its commitment to high-quality, resident-centered care. With 51 communities already in operation across seven states, Cedarhurst faced the challenge of transforming raw land into a fully functional, compliant, and sustainable living environment that could meet the needs of both residents and staff. The project required thoughtful planning and coordination to navigate site constraints, infrastructure demands, regulatory approvals, and community expectations—all while maintaining aggressive development timelines.

Solution

To support Cedarhurst’s development goals for its latest senior living community in Illinois, HR Green delivered a comprehensive set of land development services, beginning with surveying and conceptual site planning. The team conducted both ALTA/NSPS land title and topographic surveys to establish a detailed understanding of the 9.48-acre site.

Following the conceptual phase, HR Green progressed to final engineering design, preparing detailed plans for grading, site geometry, erosion control, stormwater management, utility connections, and ADA-accessible circulation. The team designed water and sewer systems based on city standards and IDOT requirements, including right-in/right-out access coordination and traffic impact analyses. Detention needs were assessed using hydrologic modeling tools, and a full Stormwater Pollution Prevention Plan (SWPPP) was developed to guide construction-phase erosion control.

In addition to engineering, HR Green provided landscape architecture services and led the permitting process. Conceptual and final landscape plans addressed all ordinance requirements for parking lot, perimeter, and foundation planting, and were coordinated with city officials for approval.
