Dubuque Picks HR Green to Implement EPA Brownfield Assesment Grants

HR Green, Inc. was selected by the City of Dubuque to implement two EPA Brownfield Assessment Grants and provide related environmental services corresponding to various capital improvement projects, provide GIS services, brownfield redevelopment planning assistance, as well as health and safety planning for the City.

The emphasis of the Brownfields Assessment Grants includes  three distinct areas located in Dubuque’s Downtown Urban Renewal District: South Port, consisting of 33 acres of vacant and industrial waterfront property adjacent to downtown; The Historic Millwork District, which is an underutilized portion of downtown with more than  1 million square feet of vacant, historic warehouse space; and the low-income Washington Neighborhood, where the City seeks to reclaim brownfields for housing and small business development.

Since the inception of the EPA Brownfields Program, HR Green has helped 17 Iowa communities leverage approximately $14.8 million in EPA Brownfield Grants which in turn has captured an additional $23.4 million in community redevelopment funds made available through federal, state, and local sources.

Leading the project is Principal-in-Charge and Economic Reuse Expert, Jim Halverson, HR Green.  Jim has a strong background in urban planning, economic development, growth management and brownfield redevelopment.  He has been responsible for planning and economic development activities for both governmental agencies and private organizations.

Project Manager will be Scott Mattes, PE, CIH.  Scott has led well over 100 Phase I/II Environmental Site Assessments and has successfully redeveloped brownfield sites in a number of communities in Iowa. Scott has led a number of diverse environmental projects for the U.S. Air Force and the U.S. EPA and was previously an instructor of engineering with the US Air Force Academy Department of Civil and Environmental Engineering in Colorado Springs, CO.
