Building and Code Government Services Expands to Illinois
HR Green has had great success providing Building Department and Code Enforcement Services in both California and Missouri and is now expanding these services to partner with Illinois communities seeking cost savings and high levels of service. The firm has appointed key individuals and will soon be adding more staff with experience in Building, Electrical and Plumbing inspections as well as experienced code enforcement officers. The team will provide services to local municipalities essential to the safety and welfare of residents including building plan reviews, inspections and building and code enforcement.
To lead the expansion of services HR Green is pleased to announce the appointment of Frank Urbina, NCARB, AIA as Chief Building Official. Frank Joins HR Green’s McHenry office and brings more than 25 years of experience in both the public and private sectors to HR Green’s Governmental Services business line where he will manage a wide variety of building services including plan reviews, construction inspections and enforce code requirements for HR Green clients in the Midwest.

Frank earned his Bachelors of Fine Arts degree from the University Of Illinois, Champaign Urbana and his masters of architecture degree from the University of Wisconsin Milwaukee. He is a state licensed architect, a member of the National Council of Architectural Registration Boards and the American Institute of Architects. Frank is also a Lake County Stormwater Management certified enforcement officer and holds a FEMA certificate in advanced stormwater floodplain management.
Frank’s background includes building design and construction knowledge combined with extensive code analysis experience. His construction knowledge allows him to quickly and thoroughly assess plan reviews as well as perform detailed building field inspections. His education, experience, skills and knowledge allows him to successfully analyze buildings for safety, energy efficiency, accessibility and code compliance from foundation through final occupancy.
HR Green is also pleased to announce the appointment of Tina Williams as Permit Coordinator / Administrative Assistant to HR Green’s Government Services initiative in Illinois. Tina has more than 18 years of municipal government experience in building and safety related services in both the public and private sectors including office manager/administrative assistant experience with police/public safety and building and zoning departments. She has worked cooperatively with developers, architects, business owners and residents. She has directly assisted mayors, police chiefs, building commissioners, treasurers, trustees, code enforcement officers and building inspectors as well as participated in vision planning, hosting public workshops and creating comprehensive plan documents. Special use, variation and Planned Unit Development packages for planning and zoning and city councils
Interdepartmental communication / Administrative coordination
