Stockyards Area Brownfields Redevelopment
Sioux City’s 215-acre stockyards area, once vital and prosperous, boasted only a handful of viable businesses at the beginning of this redevelopment project. This area east of the central business district was dominated by an abandoned three-story concrete structure, former packing plant sites and a tannery. Easy access via I-29, the Union Pacific and Burlington Northern rail lines, and the Missouri River gave the stockyards area considerable potential for redevelopment. But to attract developers and business to this state-certified Enterprise Zone, environmental conditions needed to be addressed.
HR Green prepared Sioux City’s Assessment Demonstration Pilot Application – resulting in a $200,000 grant from the Environmental Protection Agency (EPA) – and performed all consulting work associated with redevelopment of the Sioux City Stockyards, including Phase I and Phase II Environmental Site Assessments (ESAs) for seven large industrial sites. Aside from the original EPA Assessment Pilot award, HR Green has authored grants that have attracted $2.1 million in federal and state funding to this initiative, including an EPA Supplemental Assistance and Brownfield Cleanup Revolving Loan Fund Grants.
An economic rebirth is occurring. Existing businesses are expanding, new businesses are relocating and the City is proactively targeting improvements to the stockyards area’s aging infrastructure.
