The City of Lake Elsinore is the third fastest growing city in California, located in Southern California with a population of roughly 55,000. The City has undergone significant land development activity the past 10+ years. Faced with limited in-house staff, and a bottleneck in delivering a $100+ million Capital Improvement Program, the City engaged HR Green to initially provide on-site engineering to prioritize, program, and manage the design and construction of a $100+ million CIP program.
HR Green serves as the City Engineer and Public Works Director to oversee the day-to-day operations of these departments, including project administration, permit counter support, multi-agency and stakeholder coordination, grant funding/administration, and staff report preparation to City Council. HR Green also provides an on-site Land Development Engineer, responsible for overseeing the entitlement, processing, and review of major residential, industrial and commercial developments, including the 1,400-acre Castle & Cooke Alberhill Villages project. This includes electronic plan check/digital commenting and providing planning services to review and update Specific Plans and Environmental Impact Reports.
Since April 2015, the capital project delivery rate has increased 150% under HR Green’s leadership. Seven phases of road reconstruction work has been awarded resurfacing over 100 road segments. HR Green is involved with approvals for 20 commercial and residential projects citywide.
