Hemet
The City required an acting City Engineer to manage the land development process and deliver capital projects.
HR Green assigned on-site engineering and construction management staff who established procedures and protocols to accept and track plan check subdivision plans and their costs. These costs are fully tracked and there is 95% cost recovery for the services provided.
HR Green staff members also developed the City’s Capital Improvement Program and manage the street, pavement rehabilitation, water, sewer, and drainage projects from concept planning, through design and construction.
Jurupa Valley
This newly incorporated city needed a firm to handle City administration, engineering, public works, building and safety, as well as development needs.
HR Green provided comprehensive services, and as part of their responsibilities prepared, update and manage a multi-year Capital Improvement Program. As part of this, engineers have provided overall planning, coordination, and control of CIP projects ($9+M annual CIP), from inception to completion, for the past 10+ years.
HR Green also assigns cross-trained staff to maximize existing resources and handled the procurement and management of regional, state, and federal funding due to limited City resources and critical infrastructure needs.
More than $5 million in new funding for various other projects was identified and HR Green helped the City establish a $9 million bond program to fund an expedited pavement rehabilitation initiative. A streets and trails master plan was also developed.
HR Green helped to renegotiate and manage a solid waste contractor agreement that improved service levels, largely maintained the existing rate structure, and significantly increased revenue to the City.
