Given the City’s location, along with the availability of land development coordination, the opportunity to attract “smart development” existed upon the City’s incorporation and transition from County-provided to City-responsible services. Consequently, the new City needed guidance to implement a nimble land development program that protected the City’s interests while creating a formalized process that facilitated development activity in a timely manner.
HR Green staff negotiate Development Agreements on behalf of the City which have benefited the community in the form of cash, quality of life benefits, and land. The value of these has been well into the millions of dollars.
Our staff members, led by a Land Development Manager, Economic Development Manager, Building Official, plan reviewers, inspectors, and permit technicians, have worked closely with developers from the concept planning and entitlement process for various mixed-use developments that have also supported and financed accompanying public improvements. Additionally, we have created a streamlined review and approval process and automated permitting system to accelerate project approvals that meet the City’s smart development goals.

Placentia
In conjunction with the OCTA-funded and administered $20 million Metrolink Station project, the City worked to obtain land development coordination with a developer to construct a high-density housing project adjacent to the south side of the Station. The Station was plan reviewed by HR Green, with our staff also serving in a project management role. Our project manager participated in Project Development Team (PDT) meetings during the design process.
HR Green also prepared demolition plans and oversaw the demolition of a large former citrus packing house on the south side of the Station to accommodate interim Station parking until the housing project is built. The interim parking was replaced with a new parking structure on the north side of the Station. Our Project Manager has assisted in finding a housing developer and overseeing the construction of the Station and future parking structure.
