Challenge: Like much of the Denver metro area, the City of Aurora is experiencing rapid growth. Their staff and the consultant reviewers could not keep pace with the documents requiring plan review (civil plans, preliminary and final drainage reports and plans, and stormwater management plans), resulting in missed deadlines and multiple resubmittals. Additionally, Aurora’s municipal services developed a backlog of Capital Projects that they have been unable to begin after the COVID pandemic, in part due to a lack of staffing.
Solution: The City of Aurora desired help with their municipal services and began working with HR Green to manage a $350K plan review contract. Within five months of beginning, and by leveraging staff from multiple offices, HR Green has met the required turnaround times 98% of the time, and we’ve added review assistance for site plans, small cell sites, and CLOMR/LOMRs.
The City also offered HR Green the opportunity to assist with a $125K staff augmentation contract. HR Green currently provides two staff engineers to act on the Cities behalf to develop Request for Proposals for Engineering Services, provide support on selection processes, and assist in overseeing the design efforts for the Bridge widening of Gartrell Road over E470 and the new Aurora Parkway Bridge over E470. In addition, the two bridge design projects were able to begin much earlier because of HR Green’s input and assistance.
HR Green is actively working with the City to clarify the street lighting standards as well. Our services have resulted in an additional $900K extension to the contract as we continue to provide value-added services to the City.
